Sun Setting on Bulgarian Driving License Scams

Alexander Tsvetkov, the Transport Minister in Bulgaria has told the world that 20, 000 driving licences are sold yearly. Bulgarian roads see over a 1000 deaths each year and are considered some of the most dangerous in the EU.
